DISTRICT MANAGER
POSITION DESCRIPTION
 
INTRODUCTION:
 
The District Manager is an employee of and is responsible to the Star Valley Conservation District Board of Supervisors (Board) to achieve common goals and objectives of the Conservation District. The District Manager is responsible for the day-to-day management of the district and the coordination and organization for meeting district goals. The District Manager will supervise and coordinate the efforts of any additional District personnel. Additional personnel will conduct primary communication with the District Manager.  
 
The District Manager represents the District and voices the District's positions as assigned by the Board at any meetings or hearings.
 
All programs and information developed by the District Manager are the sole property of the Star Valley Conservation District. Employment is at the discretion of the Star Valley Conservation District Board.
LEADERSHIP DUTIES: The District Manager will have leadership duties including but not limited to the following:



  1. Provide leadership and vision to District programs in conjunction with the Board to accomplish both short and long term goals.

​     Identify sources and recommend actions to the Board to secure operating funds for the District. Administer and write district grants, donations, agreements, and coordinate with staff to keep them informed of grant status.


  1. Monitor and inform the Board of state and national legislative issues as they affect Conservation Districts. Inform state and national legislators on the Board's positions related to these issues.



  1. Keep the District Board informed and educated regarding  issues of importance to the District. Compile background information to facilitate the decision-making and policy-setting function of the District Board.

  2. Promote the improvement of watersheds to enhance the quality and quantity of water they produce, to improve the quality of life of the residents of Lincoln County. Provide direction to staff on watershed programs.
 
ADMINISTRATIVE DUTIES: The District Manager will have administrative duties including but not limited to the following tasks:



  1. Organize and lead District staff meetings. Review employee’s time sheets.



  1. Approve each staff member’s annual and sick leave requests.



  1. Oversee all District programs and direct the work of District personnel to ensure annual and long-range goals are being met.



  1. Work with the Board to complete annual evaluations of all employees. Complete salary documentation forms for each employee’s payroll files when pay increases are determined. Maintain confidential employee personnel files. Attend executive sessions when requested. Document employee performance for Board, as needed.



  1. Assist Board with recruitment and hiring of District employees. Complete orientation packet to familiarize new employees with District policies and procedures. Identify potential personnel needs for efficient District function..



  1. Review and update the district’s policy book and position descriptions for Board’s approval, as needed.



  1. Compile budget requests and develop District budget for Board consideration and approval. Work with staff to administer District’s annual budget. Approve and sign all monthly accounts payable. Coordinate with contracted bookkeeper.



  1. Ensure proper maintenance and use of all District equipment and facilities.



  1. Coordinate and work with legal representation on any legal issues related to Board business.



  1. Design, administer, and implement a District safety plan.



  1. Attends monthly District Board meetings. Attends annual state convention and area meeting. Attends national convention, committee meetings and other events.

  1. Develops the District’s Annual Plan of Work, Annual Report, and Long Range Plan to present to the Board for approval.

STAKEHOLDERS: Working with partner agencies and landowners is a critical part of the District Manager position. Examples of these tasks include but are not limited to:



  1. Assess the need for conservation work within the District in cooperation with private land owners and  federal, state, and local agencies. Recommend actions and programs to the Board to meet these needs. Maintain a cooperative relationship with all natural resource agencies operating within the district.



  1. Coordinate a public information and outreach program for conservation of the county’s natural resources. 



  1. Design and maintain information on the District’s web site and social media.



  1. Coordinate requests for District assistance with the NRCS District Conservationist and other appropriate resource agencies.



  1. Act as a liaison for projects between the District and other agencies, landowners, contractors, etc.



  1. Assist NRCS personnel in the administration of programs available to the District. Assist NRCS, landowners, and the Board with USDA Farm Bill programs.
 
SUPERVISION:
 
Supervision will be under the direction of the Board.
 
Physical Requirements:
  1. Endure extended periods of sitting, standing, walking, stooping, kneeling, bending, lifting, etc.
  2. Lift up to fifty pounds.
  3. Work equally well in indoor and outdoor environments.
  4. Tolerate temperature extremes, intense sunlight, rain and/or snow, high winds, dust, pollen, etc.
  5. Work/wade in flowing water.
  6. Other duties as assigned.

Knowledge, Skills, and Abilities Requirements:



  1. Good work ethic.
  2. Excellent verbal communications skills.
  3. Strong writing skills, special proficiency in article, grant, and report writing required.
  4. Ability to legibly write concise, coherent text in the formulation of documents.
  5. Organizational skills, such as team concepts, task scheduling, and task prioritization.
  6. Ability to work proficiently and independently.
  7. Competent in the use of geographic information systems.
  8. Ability to develop budgets, account for monies, and accept fiscal responsibility.
  9. Must possess and maintain a current driver’s license and clean motor vehicle record.
  10. This position prefers a bachelor’s degree in Natural Resource Management or related field or five years’ work experience in natural resources.
  11. Proficient in the use of Windows-based operating programs, mapping software, and Microsoft office programs.
 
  SALARY:
 
Hourly rate will be determined by the SVCD Board and be reviewed at a minimum of once per year at the beginning of each fiscal year. 
 
BENEFITS:
 
             The following are benefits accorded to this position:



  1.  The position is temporary/permanent part-time. 




  1. SVCD covers 100% of Wyoming Retirement System contributions. 



  1. SVCD provides both vision and dental insurance for employees and their families after a ninety (90) day probationary period for those who want to participate in the program. 
 
4.   Compensated holidays follow State guidelines and include: New Years, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving, Christmas and any other proclaimed holidays approved by the Board.  Upon declaration by the Governor, any date appointed or declared by the President of the United States as an occasion of national mourning, rejoicing or observance of a national emergency. When a legal holiday falls on a Sunday, it shall be observed on a Monday.  When a legal holiday falls on a Saturday, it shall be observed the preceding Friday.
 
5.  Sick leave, maternity leave, emergency family leave will be awarded as deemed necessary by the Board 
  and will follow State guidelines.
